You are a volunteer moderator on a game forum, asked to cast the deciding vote on a flagged comment.

You moderate the forum with Romina and Ronan, both long-time volunteers in their own right. They sit with you at a laptop open to the moderation queue. A flagged comment could be harsh banter or a real threat. Last month you banned a member who was only joking, and the backlash was loud.

The scene

Romina: Ronan, he'll make them regret logging in tonight. Suspend now, investigate later.

Ronan: Romina, they've traded insults for weeks. Message him first. Remember last month?

Romina: And if he meant it? The target's online now, reading the thread.

Ronan: Then ask him fast. We disagree, so the deciding vote is yours.
