Her third this month

You are the volunteer in charge of tonight's emergency assistance desk in a church basement.

The desk's limit is two gas cards per household per month. Ayumi, a familiar visitor, is asking for her third. Before she reached the desk, your fellow volunteer Fabian told you he has heard she resells the cards; neither of you knows whether that is true.

The scene

Ayumi: It's my third, I know. They moved me to the far warehouse. No gas, no job.

Fabian: It's two a month, Ayumi. Eleven cards left until the fifteenth.

Ayumi: Then lend me one against next month. Please.

Fabian: You're running the desk tonight. It's your decision.
