Who keeps Waffles

You are a close friend of two roommates who are moving apart.

Your friends Min-ho and Spencer have shared an apartment for four years and are moving to different cities next month. Spencer paid for their dog, Waffles, and covers the vet bills; Min-ho has walked and fed him every day. On a bench at the dog park, they ask you to help them settle it.

The scene

Spencer: I paid for him, and every vet bill since. On paper, he's mine.

Min-ho: I've walked him twice a day for four years. He sleeps by my bed.

Spencer: I travel for work, I know. I still can't imagine coming home without him.

Min-ho: Neither can I. We said we'd do whatever you think is fair.
