A fence and a lock

You keep the volunteer rota for a neighborhood vegetable garden and run its monthly members' meeting.

The garden has no fence, by design. Overnight the vegetable beds were trampled, for the second time this year. Standing among the flattened plants are Cheng, who replanted them both times, and Thabo, who founded the garden twenty years ago. The members' meeting is tonight.

The scene

Cheng: Twice this year. I can't replant for nothing again. Fence and a lock.

Thabo: People with nothing pick tomatoes here at night. A lock tells them no.

Cheng: And no fence tells volunteers their work doesn't matter.

Thabo: A locked garden isn't a community garden. It's your meeting tonight. What will you propose?
