The evening slots

You are a member of an amateur radio club, operating in this weekend's contest.

During the club's public open house, a group of visitors is standing just outside the open door of the radio shack, within earshot. Your license class qualifies you for the prime evening contest slots you were given, but you never asked how they were assigned. Inside, fellow member Annika raises it with Cheng, the station trustee and your friend, standing beside you.

The scene

Annika: Evening slots again go to Cheng's friends. I asked back in March.

Cheng: Not with guests at the door, Annika. Those slots need the right license.

Annika: I hold the same license. Nobody ever posted how it's decided.

Cheng: You tell us, then. Did I ever do you a favor?

The two questions

What raters look for

Communication
Listens first, speaks clearly and respectfully, and adapts the message to the listener.
Equity
Notices unequal access or treatment and acts fairly, especially for people with less power.
