Free at six a.m.
You keep the standby names at a rent-relief day in a community hall.
Forty households get help, in the order they lined up, so nobody can say the helpers picked favorites. People queued from six a.m., and the last place went at nine. At noon Ingrid reaches your table; Santiago, who is staffing it with you, sits beside you. One approved household has not come back with its paperwork.
The scene
Ingrid: I work nights until seven. I came straight after sleeping. Am I too late?
Santiago: I'm sorry. The list closed at nine. Forty names, same rule for everyone.
Ingrid: Same rule, but only for people who are free at six.
Santiago: Bend it once, and standing in line at six meant nothing. It's your list.
