Twelve homes by the river

You sit on the residents' panel of a riverside mobile home community.

After two floods in five years, the owner wants to move the twelve homes nearest the water to higher lots at the back. Several of those residents, some elderly and by the river for decades, want to stay. They say they carry flood insurance, would sign a risk waiver, and fear the new lots would cost more and scatter their close neighbors. A few speak little English. Bassam, whose home flooded twice, argues the owner should decide. The panel must recommend how residents are heard and who makes the final call.
