Everyone a little, or some more
You sit on a community foundation's grants committee.
The committee has enough money for a one-year pilot in a struggling rural town of 900 adults. One option is a small monthly payment to every adult, with no conditions and no application. The other is a payment three times larger that goes only to households below the poverty line and requires proof of income. Horacio, a fellow member who grew up in the town, says people there will go without sooner than fill in a form that marks them as poor. The foundation's analyst says spreading the money thinly will change little for the families who need it most.
