Sprinklers at night

You sit on the board of your neighborhood association.

During a summer drought the board banned lawn watering. This week residents posted photos of sprinklers running at night at the home of the board president, Joaquin. He has led the association for twelve years and tells you privately that it was a timer he forgot to switch off, now fixed. Some residents have begun ignoring the ban. Two board members fear that airing it at the monthly meeting, in a full church hall in four days, would turn the evening into a trial and end what compliance is left. The board asks whether you recommend addressing it openly or quietly.
