Under the homes

You sit on the resident committee of a mobile home park.

Raccoons are living under several homes at one end of the park. Those households, some on tight fixed incomes, ask that the shared maintenance fund pay to trap and relocate them. Takeshi, a neighbor at the other end, objects that everyone's fees should not cover a problem on individual lots, and adds that relocated animals often do not survive. The fund is small, and the roof of the clubhouse also needs work this year. The committee asks you to recommend whether the fund pays, each household pays its own way, or the park tries something else.
