The first note in the box

You serve on the staff committee at a commercial bakery.

The bakery set up an anonymous feedback box last month. One of the first notes says Akira, a well-liked shift supervisor who counts and divides the shared tip jar, has been keeping part of it. The note gives no dates or amounts, and because one person counts the tips with no written record, there is nothing to check it against. Some staff say they would never speak up with their names attached. The owner asks for your recommendation: should the box stay anonymous, and what should be done about the note?
