You sit on the volunteer committee of a free online English class for adult newcomers.
The tutors report that when most screens are blank they cannot tell who is following and who is lost, and that quiet learners fall behind without anyone noticing. Rashid, who speaks for the learners, explains that some people join from crowded shared rooms, some from a break room at work, and some on phone data that video uses up in a week. The tutors have asked for a rule that cameras stay on. The committee wants your recommendation.
