Getting through the museum doors

You are a member of a volunteer committee at a science museum.

The museum has donated forty free group passes, and more than a hundred schools and clubs have applied. The committee must allocate them this week, either by lottery or by stated need, which is difficult to verify. Several groups reporting high need say they cannot attend without help paying for transportation. A small transport fund could support a few visits, but not all of them. Some members favor prioritizing groups already able to attend so passes won't go unused; others worry this excludes those facing the greatest barriers. You must recommend how to allocate the passes and transport support.
