You are the council chair of a regional model railway federation, setting tonight's agenda before the meeting begins.

In the federation's conference room, Flavia represents the branch with sixty members and Florence represents the branch with six. Each branch has one council vote, and a fee increase is on tonight's agenda. As chair, you decide whether to table the weighted-voting proposal.

The scene

Flavia: Sixty members pay most of this increase, yet get one vote. Unfair.

Florence: Weighted votes mean our six members never win, silenced on every question.
