Notes for the make-up exam

You are the student representative on your university's exam policy committee, and you've been asked to recommend a policy.

Since the university stopped requiring a doctor's note for missed exams, make-up requests have tripled. Several professors say repeat exams are unfair to students who sat the first one, and they want notes brought back. Your classmate Kareem, who works nights and has no family doctor nearby, tells you that a note would have cost him a day's pay and a two-hour trip when he had the flu last term. Either choice leaves some students worse off. The committee wants your recommendation at next week's meeting.
