Paying to skip the surgery wait

You are on the town council that runs a small public hospital.

Waits for knee and hip surgery at the hospital are now over a year. A private clinic offers to use the hospital's operating rooms on weekends for patients who pay about $20,000 themselves, and to give part of its fees to the hospital. Supporters say it would shorten everyone's wait by taking paying patients off the list. Critics say it would let money buy faster care and could draw surgeons and nurses away from public patients.
