No permit for the charity car wash
You work as a city bylaw officer.
On a Saturday you find high school students running a car wash in a grocery store parking lot to raise money for a classmate's family, who lost their home in a fire. They have no vendor permit, which the bylaw requires. The store manager wants them gone, and the owner of a paid car wash across the street has complained twice this year that the city ignores unpermitted fundraisers that take his customers. The fine is $250. The students say they did not know about permits and have raised $600.
