Ending late fines

You sit on your city library's advisory board.

The board is weighing whether to end all late fines and the account blocks that follow unpaid ones. Tracy, a parent who spoke at tonight's meeting, said a 30-dollar balance has kept her family away for a year, and branch data show blocked accounts cluster in the poorest neighborhoods. Staff answer that when a nearby city dropped its fines, more books came back late or not at all, and waiting lists for popular titles, used most by those same families, grew longer. The library director asks for your recommendation.
