Thirty cots

You are a volunteer at a community center that has opened as an emergency warming center during an ice storm.

The power has been out across the city for two days. Sixty people have arrived, but the center has only thirty cots and enough blankets for about forty. More supplies may not arrive until tomorrow afternoon. The staff member in charge asks you to help decide how to handle the night.
