Organ donation: opt in or opt out?

You sit on a student panel that advises your state's health committee.

Your state is considering presumed consent for organ donation: every adult would be registered as a donor after death unless they opt out, replacing today's opt-in registry. Hundreds of people in the state are waiting for transplants, and supporters say the change would save lives. Opponents say silence is not consent, that some communities are less likely to hear about the change, and that families should keep the final say. The committee has asked your panel for a recommendation.
