A deposit for a canoe

You help run a volunteer river cleanup that lends out canoes on Saturday mornings.

There are twelve canoes, and most weeks three or four reserved ones sit on the bank because the people who signed up do not come, while others who turned up hoping for a spot are sent home. The steering committee, led by Vivian, wants a refundable 20-dollar cash deposit that no-shows lose. Many regulars live in the low-income apartments beside the launch, and some miss mornings because of last-minute work shifts or childcare. Vivian asks for your recommendation: keep the deposit plan, drop it, or propose something else.
